Technical Committees & Working Groups
PI is the umbrella organization for all Regional PI Associations (RPA) world-wide. PI has engaged PNO (PROFIBUS Nutzerorganisation e. V.), Germany to establish Technical Committees (TC) and Working Groups (WG) in order to define and maintain the open and vendor independent PROFIBUS and PROFINET technology.
PNO is a non-profit organization with its headquarter in Karlsruhe, Germany. All members of any RPA have the right to join the Technical Committees (TC) and Working Groups (WG) of PNO. Every member may take an active part in maintenance and further development of the PROFIBUS and PROFINET technology. This guarantees openness and vendor independence of these technologies.

PROFIBUS is an open and vendor independent technology internationally standardized in the IEC (e.g. IEC 61158 and IEC 61784) and are supplemented by guidelines and profiles. Control technology is evolving rapidly and the embedded intelligence of the field devices is increasing rapidly.
New trends such as Ethernet and TCP/IP and the use of PCs as automation platforms increasingly impact industrial networking. The PI communitie’s answer to these requirements is PROFINET. Therefore all principles of this Guideline are valid as well for PROFINET.
The established practice of learning by field experience in partnership with end users will be rigidly maintained, ensuring PROFIBUS remains proven technology meeting real market needs on time and without risks.
Therefore, PNO has established a qualified procedure for the maintenance and further development of the PROFIBUS/PROFINET technology. Every member has access to information about the ongoing developments and may use this information as a competitive advantage in the market. By joining the Technical Committees (TC) and Working Groups (WG), every member has the possibility to take an active part in the further development and maintenance of PROFIBUS and PROFINET.
All PROFIBUS and PROFINET specifications, guidelines, profiles, test and certification specifications (further referred to as Documents) are defined according to the following procedure:
- A WG is set up to give all interested parties the chance to participate in the technical work and to ensure a high level of expertise.
- It is the task of the TCs to co-ordinate the activities of the related WGs.
- When the WG has completely covered all related technical items including test and certification procedures (if required) it is requested to agree on a first committee draft of the new Document.
- The committee draft will be presented to the Board of Directors (BoD) which is in charge to decide upon the official ratification of the Document as a draft Document according to the established business model for that particular project
- The business model of the project defines when the draft will be published for comments to all RPA’s by the Business Office (BO). The review period usually lasts a reasonable period of time but no more than three months. The BO will establish a correspondent project on the PROFIBUS-Projects-Server https://www.profibus-projects.com to collect the comments Change Requests (CR).
- The business offices of all RPAs will inform all members that a new draft has been published and will ask the members for review.
- Comments from the members should be sent to the relevant project established on the PROFIBUS-Projects-Server https://www.profibus-projects.com. The responsible TC or WG leader will collect the CRs to be evaluated in the TC or WG.
- The TC or WG must take all comments into account and must decide upon which of the comments should be included into a revised committee draft.
- The TC or WG will work out a revised draft and will agree on a new committee draft of the Document.
- The revised committee draft will be presented to the Advisory Board (AB) which is in charge to decide upon the official ratification of the Document as a final Document.
- If the revised committee draft is accepted as a final Document, it will be published and the members are informed that a new final Document has been ratified.
- Drafts which are not accepted by the AB are redirected to the responsible TC or WG for further consideration.

The PNO has drawn up the following 'Intellectual Property Rights (IPR) Policy of the PROFIBUS Nutzerorganisation e.V. (PNO)' (IPR Policy) as a basis for dealing with copyrights and industrial property rights within the context of TC and WG. The work undertaken by the TC and WG is aimed at producing results (documents, software) that can be used by PI members and integrated into products. However, the work they do can sometimes involve issues of copyright or industrial property rights (patents and utility models respectively their applications).
The PNO aims to ensure that the results of the aforementioned work are made available to PNO members without license fees being charged. This IPR policy applies to all technologies specified by the PNO.
